Accessibility statement
PHB targets WCAG 2.2 Level AA conformance across all channels. This statement covers the web platform and app. It is honest about what is done, what is in progress and what is not yet complete.

PHB targets WCAG 2.2 AA conformance. We do not claim full conformance — we are actively working toward it and will update this statement as we complete testing and remediation. Known limitations are listed below.
What’s done
Accessibility measures in place.
AA contrast ratios
All text/background combinations tested against WCAG 2.2 AA contrast requirements (4.5:1 for normal text, 3:1 for large).
Visible focus rings
Keyboard focus is visible on all interactive elements in both light and dark mode. Focus indicators meet 3:1 contrast against adjacent colours.
Full keyboard navigation
All functionality is operable with keyboard alone. Tab order follows a logical reading sequence throughout.
Touch targets ≥ 44×44 px
All interactive elements on mobile meet the minimum 44×44 px touch target size.
Semantic landmarks
Pages use HTML5 landmark elements (header, nav, main, footer) and ARIA roles where needed for screen reader navigation.
Never colour alone
Every status indicator pairs colour with an icon and a text label. No information is conveyed by colour alone.
~30% text-expansion headroom
Layouts accommodate up to 30% text expansion for Pidgin, Yoruba, Igbo and Hausa translations without clipping or overflow.
Screen-reader labels
All images, icons and interactive elements have descriptive aria-label or aria-labelledby. Decorative images use aria-hidden="true".
Reduced-motion support
All animations and transitions respect prefers-reduced-motion. Motion-disabled users see a clean, static layout.
Known limitations
What we’re still working on.
PDF exports — partial support
PDF exports from the records feature are not yet fully tagged for screen readers. We are working on tagged PDF output. In the meantime, the FHIR bundle export is fully accessible.

Complex data tables on mobile
Some data tables in the records and audit log views require horizontal scrolling on very small screens. We are redesigning the responsive layout for these components.

IVR voice quality
The IVR channel (0700 PHB CARE) uses text-to-speech with variable quality across network operators. We are working with telcos to improve audio clarity.
